What is a Needs Assessment?

The Parks & Recreation Needs Assessment will gather information and community input, evaluate current park conditions, recreational offerings and levels of service, and determine the actual and unbiased needs of the community.   • Identify desired park amenities and recreational facilities
  • Develop a capital improvement program for specific parks and public facilities
  • Expand recreational programming for all ages
  • Ensure parks and public facilities are being utilized effectively and are serving the needs of the community

Why is the city conducting an Assessment?

The last Master Plan for Parks, Recreation and Open Space was conducted 25+ years ago. Much has changed since then, including community demographics, recreational trends, and desired park amenities. The City of Norco is conducting the current assessment in conjunction with the creation of the 2050 General Plan, which will guide the community’s overall future growth and development.

How long will the Assessment take?

The Parks & Recreation Needs Assessment is anticipated to take 18 months to complete. At the conclusion of the assessment, the City of Norco will adopt a Parks & Recreation Master Plan, which is a multi-year document that will guide future capital improvement projects and new recreational programs in Norco.

How Can I be involved in the assessment?

Throughout the assessment, the City of Norco will host workshops, pop-up events, online surveys, and collaborative activities to gather community input. All community members, park/ facility users and program participants of all ages will have multiple opportunities to share their ideas, provide feedback, and help envision the future of Norco’s parks, facilities and recreation programs to ensure the ultimate Master Plan is developed by the community, for the community.
